Due to the non-trivial nature of the release, it will be released as 3.1. The original planned features for 3.1 are thus moved to 3.2. (This doesn't mean 3.2 will take longer, it's just shifting the planned feature set under a different version number).

@vuejs @youyuxi To use this do we need to just update the vue version? Or we need to update vuex & vue-router simultaneously?
