Heard it many times. Let's talk about it, since the people who say it can never explain what they mean.
On one level, it's a not-too-bright play on words. They want Republicans in charge, not Democrats. That's just silly.

This is common with those supporting the GOP. They have been deeducating their base with $ cuts and have been feeding them words while confusing their meaning. Most believe that Socialism is Communism. Most can't name the closest Socialist Neighbor to the mainland USA.

Exactly. The rest is, as you point out, semantics. A category of linguistic usage that flies over the heads of those who don’t read.
