The MCA's reasons for the same, as well as for a surprise inclusion of a provision using global turnover to calculate penalties (which has witnessed negligible stakeholder inputs and discussions), are entirely unclear.

The Lok Sabha passed the Competition (Amendment) Bill, 2022 earlier today. It seems the updated Bill is in line with the Government Amendments from 7.2.23. If that is indeed the case, it's unfortunate that a lot of the Finance Committee's recommendations have not been accepted.
