That is toxic dust from a concrete recycling plant that is across from apartments and businesses on the Brooklyn waterfront. The dust contains silica, which is known to cause cancer. The city decided this was a good idea and @NYCMayor has ignored concerns from the community

This story shows how much work has changed. In 2004, while covering the Iowa caucuses, I got horribly sick after standing in the cold. I had to stay behind, even go to the hospital. When I recovered, a boss said, “That was not a good look.” Can you imagine that now?
