Too many reforms in such a short time indicates subjective control rather than objective control of the military. Interesting. Needs analysis sir.

There may be a contrarian view too. With warfare changing and adapting, it is dynamism and continual testing and analysis of structural reforms. Maybe recognition in CCP of cognitive warfare and organisation thereof!
It brings to fore rigidity and obstinacy to change, elsewhere!
