He stressed that when states are unwilling or unable to protect their citizens, the responsibility shifts to the international community — amplified today by information transparency, human rights concerns, and the moral imperative to act.

He further stressed that instead of rewriting IHL, focus must be on respect, training, and implementation. Kozik urged global workstreams to strengthen protection of civilians, hospitals, peacekeepers, and cyberspace — ensuring humanity stays at the heart of warfare. #UAUF25

She further stressed that Autonomous Weapons Systems (AWS) challenge core IHL principles. She urged states to adopt binding rules — prohibiting unpredictable or anti-personnel AWS and restricting others through strict operational limits. #UAUF25

He outlined three intersecting challenges for IHL — new technologies that blur its application, interpretation that risks abuse or neglect, and declining political will among states. Balanced interpretation and renewed commitment are essential for credibility and compliance.

He added, “Transition to peace under IHL restores justice, protects victims, reunites families, accounts for missing persons, clears unexploded ordnance, and ensures war crimes are addressed, making post-conflict peace stable and sustainable.” #UAUF25

She noted that IHL regulates warfare and protects those not fighting. With new technologies, cyber operations targeting hospitals, power grids, or nuclear plants raise serious humanitarian concerns and test principles of distinction, proportionality & precaution.
