Should this have been a Touchdown for Tee Higgins?

@marzbets @barstoolsports Apparently when you catch it in bounds, your heels have to touch. If you catch it while the ball is out of bounds, you can toe tap. Dumb rule lol

@marzbets @barstoolsports Because if the heels come down, its part of the “2 foot down” catch rule. If he dragged his toes and his heels didnt touch then yes its a catch
