A perfect example of how these pseudo-taxes on developers should become normal taxes collected by the council and spent according to the council's priorities. The pooled money could fund a far better public art endeavour than this haphazard, tokenistic effort.
The concrete structures in the middle of this image are an example of a public artwork in a Cambridge development since this policy was introduced. Was this the best use of receipts from an effective 1% tax on new homes?

Dear NIMBYs, please read basic economic studies
This is a good illustration of a general principle: As you build new high-end apartments, people move up, freeing up supply of lower-tier apartments. Building luxury housing thus lowers downmarket rents. You don't need to build 'affordable housing' to make housing affordable.
