Why not try it? Eliminate, add a consumption tax (tiered) and see if it's better overall? Worst case: can reinstitute income taxes.

It's called being accountable with tax-payer money. It's not free money. People work full-time to provide aid funding and it's up to the gov to make sure that money is accounted for. If a state is not committing fraud with tax payer money, they'd happily show receipts.
The Trump administration has announced that they will withhold foodstamp funding from Democrat states UNLESS they give them recipient records. This is forced food poverty.

This is all a show. Congressional Democrats don't want to do away with the Electoral College. They just want their voters to think they do. That's why they never introduce this bill when they have full control. Only when they know congress doesn't have the votes.
