If you're one of the 37% that picked "blocking," congrats! You have no idea how fighting games work! Blocking is a myth. There will ALWAYS be an optimal button to press. Blocking exists for the first 5 days of a new game. After that, you're just doing bad mashing.

What about when block is frame 1 and your characters fastest move is frame 7, and your opponent is usually a move that's active on the 3rd frame or so?

Blocking literally deals zero damage thus it's never optimal. EVEN WORSE you can take chip damage AND even die from it in certain games!!!
