@Eastlink @EastlinkSupport And just for posterity's sake to prove this isn't an obs issue, here's my network traffic while uploading a video to twitter, with a much more volatile throttle signature but averaged very much around the same.

@Eastlink @EastlinkSupport this shows my network and pc are capable but are being throttled, this is not due to devices on my network, and this is not due to high usage in my area as it is continuously throttled regardless of time. @EastlinkSupport.

@Eastlink @EastlinkSupport My PC's network traffic upload speed maxing out around 2.4Mbps during a bandwidth test on the left, vs my network traffic upload speed during a SPEED TEST which maxes out around 17Mbps (what I pay for), but can only be accessed during speed tests.

@Eastlink Same result shown in exitlag test here where upload starts high and instantly drops, this shows everything is working properly, then they analyze the traffic, see im making an actual upload, and then throttle it, here you can see the graph of my exitlag speed test vs speedtest

@Eastlink can't get around it with vpns, there's no issues with cables, network adapters, firewalls, or other programs (ran on a fresh windows profile as well). If I start a bandwidth test on obs, it starts out at 5000 kb/s, then immediately drops to 1-2000 kb/s.
