You will only get Carmine's call for the Indi go Disk plot once you finish both "The Way Home" (credit roll) and "Teal Mask" (You see Keiran's mental breakdown and tie his hair up).
Before that, you can't do anything in the Indigo Disk plot.

It really boggles me that they say you are restricted to wearing school uniforms but then you can just wear Kitakami Jinbei or a foreign school uniform for the whole game.
Geez, they should just let us have normal customization. How difficult was that???

It unlocks after you beat Keiran for the first time.
So, if you boot up a new savefile and go to Kitakami right after you start the Treasure Hunt, you will get a call from Clavell saying you can go to Blueberry Academy -
- Right after you beat Keiran the first time.
THE FIRST TIME!!!!
This makes some very wacky things possible.

What levels are the wild Pokémon in Kitakami/Terarium when you have 0 badges? I have to do a few more playthroughs of SV and it would be fun to do with some of the newly added Pokémon

In Kitakami the levels are scaled down, the closer to Mossui Town the lower the level. The Terarium doesn't scale down levels, they are all the same level.

It's funny you can get the majority of Kitakami and BB Academy pokedex before getting your first gym badge.
Also getting the additional outfits and hairstyles, and TM's as a bonus
