One reason Ingo was pulled back in time to Legends Arceus was because a pun in his name that only works in Japanese, was lost in translation.
His name ノボリ (Nobori) can mean "climbing mountains" (山に登り) in Japanese, which is the exact thing Sneasler does in the game.

Ingo don't even sound american. For characters natives from the american, french, hawaiian, brittish and spanish regions, it's legit to translate their still japanese-like names for names of the said languages, but if it's to loose the whole meaning it's also useless...

I'm not the localizers. There's a reason when I'm looking for Pokémon related inspirations I always look back in the original Japanese text and tend to ignore factors that only exists in localized text. Stuff like this that's lost in translation are too common.
