While the federal FirstNet spectrum was amended to an modification of the root ICFS constellation filing. Another regulatory path. I belive this might be due to the fact FirstNet spectrum is federal. It requires NTIA-FCC coordination. I find no need for public notice of this.

@coplacido Hopefully the FCC's letter to AST on August 7 sought to clarify this issue, but it's really disappointing that in the new ICFS system the @FCC chooses to keep these documents out of the public record
