I have no wish to be unkind but I've recently seen two cases up close and this his expression, and mannerisms, are shockingly similar.
Incapacity can't be much more than 3 years away: I'd personally argue 2.

He's still just about there, but scarcely enough for reassurance, let alone comfort. It feels awful to witness in public.

Yes, don’t want to be disrespectful, but you are so right! When I first saw this on the news, I was thinking, he really doesn’t understand what just happened but I didn’t say anything! Just glad other people saw it, and it wasn’t just me! Even giving the pen away,he looked unsure
