5/ Targeted sanctions on Rosatom could matter. ❗ They would cut Kremlin funding for war. ❗ They would send a clear message: nuclear sites are not bargaining chips.

3/ Documented abuses at ZNPP: ▪️ Pressure on Ukrainian staff to sign contracts with Rosatom ▪️ Abductions, torture, forced labour ▪️ Breaches of all 7 IAEA nuclear safety pillars This is systematic, not accidental.

2/ Rosatom is not just “civilian.” It supplies Russia’s military industry — including drone tech. Its experts collaborate with the army at Zaporizhzhia NPP. This violates nuclear safety and humanitarian law.

Why does urgency loom now? Because the prospect of a compelled, unjust peace—say, a Putin-Trump bargain that locks the Kremlin’s rule over Crimea and/or the partly occupied oblasts—would not pacify Ukraine, Russia, or the region.

The evidence shows that, despite brutal Russian countermeasures, Ukraine’s underground has not merely survived; over the past three years, it has widened its footprint, multiplied its operations, and sharpened its sophistication.

This article builds on a larger project examining Ukraine’s hybrid-defence strategy, which blends hard and sharp power across multiple domains to boost the effectiveness of a disadvantaged force during defensive, info-kinetic operations.
