It’s not racism if it applies to everyone equally. The policy is that boys can’t have hair touching their shoulders. That applies to all boys of all colors.
It has nothing to do with dreadlocks.

Not only is there an assumption that they didn't discriminate using this archaic rule, it ignores that he can style his hair where it doesn't touch the shoulders
