Councils don't make visits and quite often don't inspect post build (especially domestic) unless somebody complains. It is the developers responsibility to build to the restrictions from the planning process. This is not on the council, this lies squarely with the developer.

They didn't. He said they've been raising the issue with the developer for a very long time, but the developer knows they can count on their expensive lawyers and client media to get away with it.
