10/ Major police raids took place in Nov 2024 and July 2025. Prosecutors now identified roughly 300 Russians flagged by border police. Legal processes for cancelling fraudulent documents can take years.

9/ The fraud network charged between €15,000–€40,000 per person, bribing officials in local civil registry offices. Some registered thousands of Russians at single apartments without consent.

8/ Iuri Istomin, sharing an address in Bucharest with Moldovan politician Constantin Țuțu, is another person of interest. Both were recently extradited from Greece for criminal charges.

7/ Alexandr Strelnikov presented a fake 2016 Romanian citizenship certificate to get a birth certificate in 2024. Court annulled his documents after finding he never applied for citizenship.

6/ Key figures involved include: •Alexander Sergeev – ex-USSR Air Force officer, engineer. •Viktor Shkipin – ex-SberBank director, teaching at Skolkovo. •Artem Shuntikov – ex-Nefteprombank director, wanted for financial crimes.

5/ The scheme exploited gaps in Romania’s system: no central database for consular-issued citizenship documents and slow judicial procedures for cancelling fraudulent IDs.

4/ Another 280 Russians reportedly used forged Romanian citizenship certificates to get IDs and passports. Most have never set foot in Romania or speak Romanian.

3/ Example: Rolan Asanov, a Russian wanted for drug trafficking, allegedly paid €15,000 via a cross-border network to obtain a Romanian ID under the name of Roman Volosciuk, a Ukrainian soldier killed in March 2024.

2/ According to G4Media, the operation involved two main methods: stolen identities of fallen Ukrainian soldiers & fake Romanian citizenship certificates, often purporting to come from Romanian consulates abroad.

1/ 🧵 Romania is investigating a major identity-fraud scheme. Around 300 Russian nationals reportedly obtained Romanian ID cards and passports fraudulently, allowing them free movement across the EU.
