Engagement, outreach and communication activities had cost about £773,000. By March 2021 only 2,163 claims (≈ 19 % of what was expected) had been submitted. Just £14.3 million had been paid out—most (about 81 %) after the policy changes in December 2020 to 633 claimants.

Dec 2020 changes: • Minimum “Impact on Life” award rose from £250 to £10,000 • New £10,000 preliminary payment so claimants get money sooner • 12-month cap on loss-of-employment claims removed

Designed to address harm from “hostile environment” policies, the scheme used a tariff model covering 13 categories: life-impact, employment, legal fees, etc. But pension loss was omitted.
