There is a second pepper spray incident involving a child, the PAB reports. This one happened while a mother was holding a 3-year-old child. It happened on Feb 22 on Portland Ave. PAB statement below:
I reached out to RPD yesterday to see if it had any comment on this incident. It said it was in the process of redacting the footage and would release more info next week.
This video was provided to City Council President Loretta Scott on Feb. 23, the day after the incident, according to an internal email chain.
It was sent to City Council members. We asked for comment and three said they had not yet watched the footage. Another declined comment.
Another note: This incident involves two of the officers who were also on scene for the Harris Street incident less than a month earlier where a 9-year-old girl was pepper sprayed after she was handcuffed.
It's also unclear if the mother faced any charges. One person who viewed the video said an officer checked her person and didn't find any stolen items.
An email from the chief of police indicates the woman was charged with trespassing and issued an appearance ticket, PAB says. The woman allegedly knocked items from the shelf inside the Rite Aid.

How do you change the hearts of some of the police. Hard to do when day to day is the worst of humanity over & over. The feeling I get is "contempt" for the suspect. I can get why but self-control is a necessary part of policing

Believe we all agree that better ways to deal w/ these criminal acts when kids involved ought be found. But the elephant in the room is always why police were called to begin with. These situations have 2 parties, law breakers & police. They don't occur unless a crime committed.

This entire incident is criminal on the part of the police. Child abuse. The PAB being "disturbed" just doesn't cut it. These officers need to be charged. The officers need to have their children permanently removed from their home and denied contact with any children anywhere.
