Bottom line-we haven't seen positive change in over a decade and our position has only weakened.

· Efficiency of royalty collection on Canadian wheat seed (~20%) was the lowest recorded in the study. ·Although Canada has ratified UPOV ’91 since the study, we haven't made significant progress adopting a model for fair compensation to the breeder for IP use.

· Certified seed use in Canada has not changed since 2011, ~20%, making it difficult for plant breeders to generate funds for investment through seed sale. · At the time of the study, fed and prov government funding for breeding and research was declining- this decline continues.

· R&D work in cereals needs sufficient funding to be innovative. · Yield improvement is more rapid in a competitive space where royalty collection systems fund a competitive plant breeding industry vs. those where breeding is still largely public funded.

It isn't just the BRM suite that is at risk. Ag needs to look at all the support government offers and work to prioritize and figure out what could be done outside the public sphere. We can do nothing, and risk a haircut across all programs, or work with government to optimize.
