Brute force means authorising extra judicial killings? Is crime not currently perpetrated by the fact that people don't think they'll be caught? If, by and large, perpetrators are difficult to identify, against who should the police act brutally?

Exactly my point. Public safety is not a special event so it’s probably unrealistic to measure a service like public safety against a special event. Of course govt must strive towards it, but to say you’re not getting it because govt doesn’t want to is disingenuous.
I don’t think this is a logical argument and the comparison is disanalogous . Public safety is not a special event and is not comparable to a family function.
