Maybe not? I’ve seen people saying that they might be laying off one of their mobile game teams so that may be something? Anyways their community lead had this to say in the forums:

If it actually is the team being gutted, seeing the game barely even reach parity with the first and still missing new stuff like interstellar travel and colony building as shown in the trailer is incredibly disappointing.
