Travel speed and reaction speed are different.
Naruto still takes 3 days to travel to nearby sand village yet reacts to light fang - lightspeed attack
And ichibei TRAVELS at lightspeed when he travelled 4000km in 13 ms
Furthermore, there's a much more blatant contradiction to bleach characters being light speed or above late into the series in the final arc.
Ichigo indirectly races another one of these "light" abilities, and the results show that he is SIGNIFICANTLY slower than it.
