I don't know that you can, definitively. I think in general people were more tuned in, and less preoccupied with trivial shit, and less superficial than they are now.
Happier, though? I don't know. Life still provided plenty of pitfalls.

Class of 1999 here. The 90's were a special time. Post-Cold War, pre-9/11, early days of the Internet, network TV, biggest political scandal was the president's sex life, etc. So maybe "yes", but not sure how much is attributable to phones/social media.

Have suicide rates give up? If so, then yes. I brown social media has led to increased rates of depression and addictive behaviors

It was before our world was shattered by 9/11 and we plunged into neverending war. Say what you will about Bill Clinton, but his era was one of the most peaceful and prosperous in American history.
