There is no real victory without the Sharī`ah. A single declaration would suffice to reassure the Ummah. I remember reading Abū’l-Hasan `Alī an-Nadwī mentioning something around the lines of how a State must openly and clearly declare that it’s Islāmic and ruled by Sharī`ah.
