Victims is after the face and if the police have to get involved then the behaviour is anti social - too late - you have to deal with it upstream which means communities - not govt, or police but community social attitude. Start with real discipline in Schools...

For heaven’s sake get a positive policy - such as free broadband for example - instead of cosying up to the mean and miserable. Anti-social behaviour improves if people have more money in their pockets.
