"Developed countries shifting a mere $300bn to developing nations falls short of the $1.3 trillion ask under NCQG. Is this a fair share or a missed opportunity? #ClimateFinance #NCQG #DevelopingCountries" #AGN #ldc #radioenvironment.

NCQG7:…then needed increases of developed countries' bilateral finance would be correspondingly lower, possibly to levels even lower than in 2022.

NCQG Comment 6: …If one assumes that they'll get better in mobilising private finance or if export credit increases or if some developing countries report into the NCQG as per para 9 -.

NCQG Comment 5: …then developed country would need to increase their bilateral finance from 41bn in 2022 to just 47.3bn by 2035.

NCQG Comment 4 If you then assume all other current climate finance (as per OECD 100bn report), i.e. other multilateral flows, bilateral mobilised private, export credit etc. remain the same in 2035 as they were in 2022.

NCQG Comment 3: If you apply para 8.c) (all MDB flows are counted, not only what's attributed to developed countries), then this leaves you with 250-120-65=65.

NCQG Comment 2: Here is why: Assume the NCQG core is 250. Now assume that the MDBs will do what they said last week they aim to do by 2030 (120 provided public and 65 mobilised private). Then assume that this will stay the same by 2035.

NCQG Comment 1: 250 as the NCQG and the current para 8.c) would mean almost no increase in developed countries' provision of public finance.

not clear if the text responds to need and priorities for developing countries or the private sector is the main beneficiary, so alot will depend on how private sector is aligned to country ownership. Noting the SCF 100bn report every $ has mobilized 0.3$.

Para 8 of the new NCQG is not in ligne with Art 9 and contradicts para 53 of the Paris Agreement. Is it a Joke?.

It is joke, NCQG 8. In this context, decides to set a goal in extension of the goal referred to in.paragraph 53 of decision 1/CP.21, with developed country Parties taking the lead, to USD250 billion per year by 2035 for developing country Parties for climate activities. BAD DEAL.

The report ‘calls for nations to step up by adopting a strong new collective quantified goal for climate finance and including stronger adaptation components in their next round of climate pledges’… Africa Group’s position is 1.3 trillion, with strong adaptation L&D subgoal.

AdaptationGapReport2024: we must dramatically increase climate adaptation efforts, and finance. Adaptation finance needs to shift from reactive, incremental, project-based to more anticipatory, strategic and transformational adaptation.
