Kyiv metro reaches 105m below ground and everybody can access it.
Kyiv was rebuild past wwII partly by soviets with WWIII in mind. Main city office buildings have shelters and underground corridors rated for nuclear warfare.
Not even GBU-57 would reach where Zelenski can hide.
