What if he’s autistic or disabled?
What if he’s conditioned to accept this having tolerated it before and is numb or in shock?

Yup. When old enough to determine right from wrong, this sort of behavior shouldn’t have been a consideration. Onlookers should have called for help or corrected the escalation before it began
