Adverse community events is a really helpful concept. Levels of violence, health inequalities (and relatedly bereavement), stigma and prejudice, poverty - these are all factors affecting individual outcomes.

I think it’s both - we need statistical literacy beyond data producers to increase the diversity of voices involved in interpretation to bring context, lived experience and nuance AND data products that are easy to engage with for non-experts.
Loving the advice from @StatsRegulation: Instead of focusing on improving "statistical literacy", producers need to write about their statistics in a way that all people can understand. Target your audience, add context, establish trust, & use clear language
