NEW: The Manchester Town Hall refurbishment needs Ā£95m extra and is months delayed. Last year, council chiefs said they needed Ā£76m extra and finish in August 2026. Now, they need another Ā£95m, taking total budget to Ā£525m, and work will finish in 'spring 2027'. @MENnewsdesk
