Also, "false flag operations" serve as a pretext to do something. Russia needs no pretexts, it has already been waging a brutal campaign of bombing and occupation of Ukraine for fifteen months. And the embarrassing Kremlin attack has been given little coverage in Russian media /2

Quite simply, Ukraine in its struggle for survival cannot afford to give Russia the advantage of caring only about what is happening on the Ukrainian front. It has to create a permanent threat situation inside Russia, and Budanov has been dealing with that for quite a while / end
