Noem and others have claimed Pretti didn't have ID while carrying the gun. Even if that were proven, there's no indication it played a role in the incident...and in Minnesota it's a "petty misdemeanor," not a crime, subject to a refundable fine of $25.

Pretti had a permit to carry a concealed gun. Minneapolis' police chief says it was entirely legal for Pretti to carry in the public place where he was killed. Even if the situation was considered a protest, Minnesota has no ban on carrying at a protest.

The DHS’s response to Alex Pretti’s killing was par for its course. It’s spent a year making questionable and false claims about such scenes, including ones that didn’t hold up in court. But after Alex Pretti’s death, that suddenly became a problem.
