Nobody and everybody and I mean that quite literally. Our government is being driven by sheer bureaucratic inertia.

This is always the case when it comes to empires, any attempt to attach a "Democracy" to this just leads to Rule by Bureaucracy.
Things can keep chugging along with a few bumps here and there, but things really get dicy when you encounter a peer adversary.
