Car-dependency and its consequences (intense congestion, high housing and high commodity costs, poor urban maintenance, environmental degradation, import dependency etc.) is structurally administered at the highest levels.
Here, the Minister acknowledges that the public transportation system is hostile. Instead of addressing it, their plan is for everyone to take on the immensive financial burden of car ownership (a constantly depreciating liability) for their personal transportation needs.
