7/ SPCAs can only recommend dept inquiry or filing of criminal cases after complaint inquiry. However only a very small proportion of complaints result in these recos (1-5%). Moreover, even when these recos are made they are mostly ignored by State Govts.

6/ SPCAs receive large no. of complaints about 'non-registration of #FIRs' & 'police inaction' according to available data. But these fall outside the defn of 'serious misconduct'. This underscores the necessity of expanding the SPCAs' mandate.

5/ Limited reach, #vacancies, and diluted mandates hinder SPCA efficacy. Ignoring the #independent in independent police oversight, states have appointed serving govt/police officers to SPCAs. absence of women and independent #CivilSociety reps is also glaring.
