The Indo-Pacific is a challenge for Russia and China to navigate. Actors in the region present difficulties to the relationship that highlight core limitations within the partnership and make visible the divergences between the pair.

The South China Sea Litoral States are a theater of resistance, limiting China-Russian strategic alignment in the region. Fragmented and asymmetrical regional agency strains coordination, leaving China and Russia with diluted influence.

Indonesia’s non-aligned, multilateral approach allows engagement with China and Russia while preserving neutrality and its role as a stabilizing actor.

India asserts regional agency by avoiding strict alignments, exercising strategic autonomy, and political flexibility. While India does not directly oppose China and Russia, by reinforcing its interests, India causes friction.
