This location data is calculated with the help of an A-GPS server. If the server does the calculation, it's called Mobile Station Assisted, and otherwise, when done on the device, it's called Mobile Station Based. Who foots the bill for the A-GPS server is anybody's guess.

4. A-GPS or Assisted GPS is not better GPS. It's a shoe-in for when your device can't find 4 satellites to talk to. For example, just after turning on location, when your phone is still looking for satellites, A-GPS can fetch locataion from WiFi, nearby devices, cell-site etc.

Always on location tracking is a huge risk. 1. Children use smartphones (GDPR Recital 38 is a nod in this direction). 2. GPS can be jammed. 3. Risks handing over so much data to the US (who own and operate GPS) that the NSA might want a word.

Remove SIM binding directive too. You have no idea how that will impact users to have their whatsapp and telegram account bound mandatorily to a SIM. You should do a public consultation for views before issuing such directives
