@susanjsmith2 @jaketapper The runup to the election, the post election, all he did was fan the flames. He didn't need to give specific orders. That's not his style. He couched everything in angry confrontational rhetoric, whipped the mob up, and aimed them at the capitol. That makes him culpable.
