If these types of records are missing or corrupted console will not boot. So if your syscon dump is corrupted try to use different values for these 3 rec-types.

PS4 syscon troubleshooting:. [Rec-Type] => Uart Error. [00-03] => getManufacturingMode(1627) sceSblSnvsRecvSector -40. [04-07] => getManufacturingMode(1634) sceSblSnvsVerifyHeader -38. [08-0B] => checkUpdVersion 0x10508000 != 0x12020000. All other rec-types are not important.
