The land is owned by Albanians. Are Americans building roads or collecting protection money? Which one it is? Doing both is a wash.

The land is Serbian, occupied by Albanians. Kurti gave concessions, took loans, to build highways and roads. US companies hold everything and they will charge the road tolls. And on top of that you need to return the loans with interest. Now that's a protection money.
