You might also ask who is making money out of it and who stands to benefit from it in the future? How many politicians when they leave politics will end up working for one of the companies who have benefitted from this saga?

It does appear to be a Tory crony money spinner but is it just the app? We were told there were 1000s of people manning the phone lines to take calls.
As for the app, I've never installed it.
Family and friends who did have now removed it.

Every single phone has the ability and does track your movements unless you disable that function by choice it's done under the pretence of alerting you to traffic jams and weather warnings so tracking is already happening all they have to do is a small software upgrade!
